Choke hold?

I am certain I will not be the first or last to say that if using the choke hold on the man is ruled a homicide then why is no one in prison. Have I just woken up in hell? A world wide asylum? Or did a man really die at the hands of 6 cops for selling fucking cigarettes? What the hell!!!???
